Herman has served as Spectrum’s Director of Specialty Environmental Services since 2017. In that role, he oversees all aspects of day-to-day operations associated with Spectrum’s consulting group. Prior to joining Spectrum, Herman has worked in environmental areas that have ranged from Title V air permitting, air compliance, NSPS and MACT compliance, and enforcement and Consent Decree support, due diligence, and soil and ground water investigation/remediation. He has specialized in the monitoring, operation, and compliance of industrial flares for the last 10 years for the refining and petrochemical sectors in the United States and Italy.
He worked to help develop the templates for the NSPS Ja, MACT CC, EMACT, and MON Flare Management Plans (FMPs) and to prepare the FMPs for a large portion of the refinery flares and petrochemical flares. Herman also worked on multiple flare related Section 114 requests, Consent Decree language reviews, and development of CD compliance documents. Through this and other work, he has reviewed more than 300 industrial flares. This experience aided in the development and teaching of various flare courses, that ranged from 1-day beginner, 2-day advanced, to 3-day expert courses.
