Industrial Flare Consulting

Flare System Monitoring & Control Assessment

  • Spectrum performs gap assessments to assess the current state of a facility’s monitoring and control configuration, as well as offers suggestions for improvement.
  • Spectrum will assess the ability of the systems to meet new regulations or meet air pollution control best practices. Our knowledge of best industry practice allows engineering to explore known instrumentation and control options, without needing to investigate options that have been shown to be ineffective.
  • Spectrum helps speed up the design phase of your projects, which saves time and money.

Flare Contribution Mapping & Minimization

  • Spectrum engages operations and engineering to get a complete understanding of the contributions to the flare header.
  • After reviewing the flare monitoring program and conducting flare header mapping, Spectrum assesses the data and options available for a facility to reduce the amount of generated flare gas or the frequency and duration of flaring incidents.

Flare DCS Calculations & Data Mapping

  • Spectrum can provide a control narrative for your flare in terms of the monitored and controlled parameters to layout the control scheme for a DCS engineer to quickly implement.
  • Spectrum can assist facilities during the design phase to discuss requirements if using only the DCS and historian or a more sophisticated data acquisition system (DAS).
  • Spectrum can also provide a calculation narrative that outlines the data processing steps and calculations to meet the requirements for environmental reporting.

Regulatory Support

  • Compliance determinations with applicable regulations
  • Development of and updates to Flare Management Plans (FMPs) and Continuous Parameter Monitoring System (CPMS) Monitoring Plans for:
    • NSPS Ja (FMP only)
    • MACT CC
    • EMACT
    • MON
    • OLD MACT (CPMS only)
  • Updates of FMP baselines and alternative baselines
  • Development of CEMS QAQC Plans for monitors that comply with Appendix B and F
  • Development of Quality Assurance Plans (QAPs) in the TX HRVOC area

Program Auditing and Assessment

  • Ethylene MACT requirements
  • MON requirements
  • OLD MACT requirements
  • Potential HON updates
  • Potential Subpart A updates

Additional Industrial Flare Support Services

  • Flare manuals
  • Flare AMP and AMEL Support
  • Flare Performance Testing

Flare Training Classes

  • Provide a 3rd party review of a facility’s compliance program
  • Review of FMPs and CPMS Monitoring Plans to confirm systems were installed to meet requirements.
  • Perform calculations to verify they are being performed in accordance with the regulations.
  • Review data handling, calculations, and data exclusion being performed by DAS systems.

Consent Decree Roadmap

For some facilities, enforcement scrutiny is not a matter of if, but when. If your facility has escaped scrutiny, but you are concerned you could be next, understanding what information could be requested and how compliance will be judged can be crucial. Spectrum works with facilities to review flare systems and existing data to assess a facility to determine how enforcement could view a facility. These assessments also help environmental departments assemble the required information to allow for more timely responses.

Receiving a Section 114 request and formulating a response can be a large undertaking. It will take coordination between legal, environmental, engineering, and operations in order to put all the required pieces together. Spectrum has helped refineries, chemical plants, and petrochemical plants to assemble the data and provide narrative responses to the questions. Spectrum understands what should be included vs. what is not pertinent to the request.

Once the flurry of activity has ended and the Section 114 response has been submitted, now you want to know how the response will be viewed by enforcement. Will they take issue with alleged poor combustion? Is sufficient data available to make a determination? Spectrum reviews the data and provides insight into how regulators will view the status of the flare vs. existing regulation and future expectation.

The path from Section 114 request to signing a CD is a lengthy process. Just because you are in the process, doesn’t mean enforcement doesn’t expect changes to be made during the process. Spectrum works with facilities to implement activities that show movement in the right direction to show active engagement by the facility.

One thing Spectrum believes strongly is, THE WORDS MATTER! Poorly or ambiguously worded CDs lead to potential future enforcement risk and headaches for implementation. Spectrum reviews CD language to identify areas for clarification to ensure compliance with the strategy implemented. This avoids costly changes to designed systems at the last minute.

Implementation with a CD starts before the CD is signed!  Most facilities need to have monitoring and control systems installed before the CD is in effect.  Spectrum’s experience with CD implementation allows us to guide engineering to design systems that can ensure compliance even with changes during negotiations, which includes setting up the data systems to readily provide the required reporting requirements.

The CDs typically include multiple reports that will require annual/semi-annual updates:

  • Data and Monitoring Systems (DMS) Protocol Report
  • Waste Gas Minimization Plan (WGMP) Report
  • Semi-Annual Report

We Are Here to Make Your Job Easier

Why Work With Us?

Spectrum has a group of people who wake up every day and think about flares. How many other organizations can say that? We have spent years reviewing, assessing, and helping to implement system upgrades for over 300 flare systems. Each flare is a unique snowflake, so we have developed an ability to look for the details that will make your implementation different than others to save you time.

Spectrum has been involved with flare enforcement activities for almost 10 years of consent decrees. We have seen what the US EPA is looking for and how they will interpret your data. Our experience has provided the learnings to know where facilities struggle and how we can help you avoid large pitfalls.
